Sebastian can still teach you the curses

Hogwarts Legacy Learn Curses from Sebastian

If you don't learn the Unforgivable Curses during their respective quests, you can still learn them from Sebastian by talking to him in the Undercroft. Consequently, if you turn Sebastian in, then he will no longer show up in the Undercroft to teach you the curses.

Think carefully about the decision to turn him in, if you're still undecided about learning the curses.

What happens to Sebastian?

Given that Sebastian is remorseful and will have to live with both the guilt and being estranged from his twin sister, you can choose to not turn him in so that he's present at the conclusion of both the main story and of his own questline. This makes both story feel more well-rounded, as opposed to just getting a status update from Ominis at the end.

If you turn him in, Sebastian will be expelled and tried by the Ministry of Magic, and sent to Azkaban. According to Ominis, he also refuses to change his prejudiced views toward goblins due to his bitterness, while in the ending where he appears, he realizes that his hate was unfounded.
