Complete Fire and Vice Main Quest

To unlock the side quest A Dragon Debrief, you have to complete the main quest Fire and Vice then Wait (Skip Time) a couple times before Poppy sends you a message requesting a meet in the Three Broomsticks.

After talking to Poppy, the quest will oddly just end without a Quest Completed screen. Don't worry; you completed the quest and the storyline will continue in the next quest Poached Egg.
