A Bird in the Hand is unlocked as part of Poppy Sweeting's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.

A Bird in the Hand Walkthrough

Objectives

A Bird in The Hand Step 1
Meet Poppy southwest of Brocburrow.
You can fast travel to the Brocburrow Floo Flame. The quest can only be started at night, so just Wait in the glowing circle if Poppy isn't there.

Talk to Dorran.
Dorran is found inside the den.

Figure out how to enter the ruins.
Place the Scholars' Moonstone in the central pedestal. This will make the pillars cast light. Using Accio, drag the pillars to cast light on the symbols indicated on the door in front of you.

3a Move 1 pillar to the west (to light up the snowflake symbol) and another pillar to the southwest (to light the circle symbol with a dot in the middle).

Search for the Snidgets.
Enter the opened doorway and head down the stairs to enter The Gilded Perch.

Inside, head north, then east under the giant tree roots and past the thorns blocking the path.

At the "dead end," use Accio on the block on a shelf to the west and bring it to the northern pedestal in the center of the room. Then, use Wingardium Leviosa to move the crate with a handle on it to the ledge to the south. Use the crate to climb up, where there'll be another block. Use Accio to bring it to the southern pedestal in the center of the room.

Use Incendio on the northern block and Glacius on the southern block, then enter the room. You'll be ambushed by poachers.

Defeat the Poachers.

Unlock the door to the Snidget Sanctuary.
Head to the eastern door, the one with the sun and moon symbols, and simply interact with it to open it. Enter the room to complete the quest.

How to Solve the Bird in the Hand Puzzle

Enter the Ruins by Casting Light on the Symbols

The Bird in the Hand puzzle outside of the ruins can be solved by moving the pillars to cast light on the symbols indicated on the door in front of you.

Move 1 pillar to the west (to light up the snowflake symbol) and another pillar to the southwest (to light the circle symbol with a dot in the middle).

Loot the Gilded Perch

The Gilded Perch dungeon has no enemies (except for the second to the last room) and only a couple paths branching from the main quest, so it shouldn't take too much time to explore the dungeon and loot it for Gold and random gear.
