How to Unlock Foal of the Dead and Location

Complete Charles Rookwood's Trial

To unlock Foal of the Dead, you need to complete the main quest Charles Rookwood's Trial. Afterward, the game will transition to the winter setting and you'll receive a message from Professor Weasley telling you to meet Deek in the Room of Requirement.

Additonally, you'll need to complete the previous Deek side quest The Plight of the House-Elf before this becomes available.

Talk to Deek in the Room of Requirement.

Foal of the Dead Step 2
Rescue a male and female Thestral.
The place to find Thestrals is the Giant Purple Toad Den, marked north of the East North Ford Bog Floo Flame fast travel point. Head there via fast travel or broom.

Equip the nab-sack and rescue a male (♂) and female (♀) Thestral.

Foal of the Dead Step 3
Purchase a breeding pen spellcraft.
Speak to Thomas Brown in the Tomes and Scrolls shop to purchase the Breeding Pen Spellcraft. This costs 1,000 Gold.

Return to Deek in the Room of Requirement
Tell Deek that you've rescued the Thestrals and bought the spellcraft for the pen.

Conjure a breeding pen.
Use the Conjuring Spell inside the new Thestral Vivarium and conjure the Breeding Pen (located under Beast Items). This costs 15 Moonstones.

Use the breeding pen to breed the Thestrals.
Interact with the stand outside the Breeding Pen and select Manage Beasts. Select the male (♂) and female (♀) Thestrals that you caught.

Interact with the stand again and under Choose a Species, select Thestral to breed an offspring.

The pen will close once you choose an offspring to breed. The Thestral offspring will gestate for 30 minutes of real-world time. Come back and 30 minutes and you'll find that you have a new Thestral Offspring in the Manage Beasts section.

Groom and feed the Thestral Offspring.
Find the Thestral Offspring in the Vivarium and Interact with it.

Speak with Deek.
Talk to Deek in the Room of Requirement to complete the quest.

Do Beast Farming if Short on Gold

If you're lacking Gold funds to buy the Breeding Pen Spellcraft, you could take on the beast farming route in the Forbidden Forest to rescue lots of beasts to sell. This route should give you much more than 1,000 Gold in just under 20 minutes.
