Complete In the Shadow of the Study

To unlock Crucio, you'll need to do the In the Shadow of the Study Relationship Quest, which is part of Sebastian's questline. You can learn Crucio as part of the quest. However, the quest will also present you with an option to not learn Crucio. Make sure not to select that dialogue option.

You can get In the Shadow of the Study by completing the previous quests in Sebastian Sallow's questline:

Learn Crucio During or After the Quest

Hogwarts Legacy Learn Curses from Sebastian

You can learn Crucio during In the Shadow of the Study, when Sebastian gives you the choice to learn the curse. If you choose not to learn it during the quest, you can still learn them from Sebastian by talking to him at the Undercroft at any time after completing the quest.

However, this will no longer be available if you choose to turn Sebastian in during In the Shadow of Fate.

Immobilizes Enemies for a Short Period of Time

Casting Crucio on an enemy causes them to suffer from continuous pain and immobilizes them for a short period of time. Enemies inflicted with this spell will have red electric-like sparks and are unable to attack.
