Not all Side Quests appear directly in your Quests menu. You'll have to either find and speak to NPCs with the Side Quest icon or track Side Quests that appear on the map.
Hard to Find Side Quests
Below are some of the Side Quests that aren't easily encountered.

Optional Side Content
Side Quests are side content players can optionally take on before doing the Main Quests. These quests will help players get additional items and further increase their level to help beat other quests or challenges in the game.
Has Minimal Effect on Main Story
All side quests have minimal impact on the main story.
The side quests in the Sebastian Questline can have an effect on the ending of the main story, but the change is only minor.
| If you choose to turn in Sebastian at the end of his questline, he will no longer appear in the rest of your playthrough, as he'll be tried by the Ministry of Magic. Consequently, this means that he won't appear in the last scene of the final quest. Instead, Ominis Gaunt will take his place. |
Side Quests with Companions
Relationship Quests are quests that involve the companions and other characters in the game. You will be able to learn more about the story of each companion by taking on these quests.
Even though some of these quests are a major part of the game, they are considered Side Quests and are different from the Main Quests.

Anonymous almost 3 yearsI dont know if this info helps, and I have not checked it but here is how my experience went. I am just about to 100% the game and I am just finishing up a few challenges one at a time. I got to the quests part and tried to collect all the quests before doing it, but could only find up to 31/32. I did a few and kept checking the map waiting for Summoners Court Match 5 to pop up and it didn't activate until i had completed 31/32 quests!
