How to Unlock A Basis for Blackmail and Location

Part of Natty Onai's Questline

A Basis for Blackmail is unlocked as part of Natsai Onai's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.

Additionally, although not part of the Natty questline, you'll also need to advance through the main story by completing the quests It's All Gobbledegook and In the Shadow of the Mine first.

A Basis for Blackmail Walkthrough

Objectives
1	<Speak with Natty outside of Hogsmeade. Extra details
2	Speak with Agabus Philbert. Agabus Philbert is standing in front of the house west of the Magic Neep.
3	Speak with Daisy Rabe. Daisy Rabe is found on the 3rd floor of the Three Broomsticks inside Hogsmeade. Obtain the Rookwood Note to Daisy Rabe.
4	Speak with Otto Dibble. Otto Dibble is found in the alley behind Gladrags Wizardwear.
5	Return to the meeting spot to update Natty.
6	Search for Natty near the Hog's Head Inn. Check the dock behind the Hog's Head Inn and collect Natty Onai's Wand from on top of one of the boxes.
7	Search for Natty by casting Revelio.
8	Follow the trail. Follow the trail to the south exterior side of the Hog's Head Inn.
9	Enter the cellar. Enter the Ashwinder Hideout beneath the cellar.
10	Search the cellar. Use Accio on the two barrels in front of you to reveal a hidden door on the larger middle barrel.
11	Find Natty. The dialogue will imply that you need to sneak around, but you can just fight and defeat all the enemies. Infamous Foe Gwendolyn Zhou is a bit over-leveled, but you can stun her and use chain attacks on her repeatedly. Head to the northernmost room on the second floor.
12	Speak with Isko Rabe. Talk to Isko in the northeastern cell.
13	Find and return Isko Rabe's wand. Isko Rabe's wand is found inside a Level 1 lock chest on the table in the middle of the room.
14	Wait for Mr. Rabe to dispel the curses. Isko Rabe will free both himself and Natty.
15	Find a way out of the Ashwinder's Hideout. Head back out to Hogsmeade from where you entered.
16	Speak with Officer Singer. Talk to Officer Singer in Hogsmeade to complete the quest.

A Basis for Blackmail Tips and Strategies

Find Agabus Philbert's Book of Poems

Agabus Philbert's book of poems is found on the bar in the northwest area of the main room of the hideout. Agabus Philbert can be found after the quest at the same spot outside the Magic Neep. You can return his Book of Poems to him after completing the quest, but there's no reward for doing so.

Additionally, if you don't return the Book of Poems to Agabus Philbert immediately after the quest ends, he won't appear at that spot anymore.

Find Otto Dibble's Love Letter

Otto Dibble's love letter is found in a chest in the southeast area of the main room of the hideout. Although you can find Otto Dibble at the same spot behind Gladrags, you don't need to return the letter to him.

He will send you an owl immediately after the quest, where he gives you his thanks and tells you he's out of town with his wife (even if you can still encounter him at the same spot behind Gladrags).
