Surprise Meeting is unlocked as part of Poppy Sweeting's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.

Additionally, although not part of the Poppy questline, you'll also need to advance through the main story by completing the quests It's All Gobbledegook and In the Shadow of the Mine first.

Meet Poppy in the Forbidden Forest.

How to Complete the Quest

Oddly enough, this is the second quest in a row in this questline to end without a Quest Completed screen (after The Poacher's House Call).

After ending the conversation with Poppy and Dorran, you've already completed the quest. The storyline will continue in The Centaur and the Stone.
