In the Shadow of the Hope is unlocked as part of Sebastian Sallow's Relationship questline. In order to unlock it you'll first need to have completed all of the previous quests as listed above.

Additionally, although not part of the Sebastian questline, you'll also need to complete Niamh Fitzgerald's Trial first.

Meet with Sebastian and Anne outside Feldcroft.
Sebastian and Anne are located east of the Feldcroft hamlet.

Unlike a couple of the previous dialogue-only side quests, In the Shadow of Hope does have the Quest Completed screen. However, the story will still continue in In the Shadow of the Relic.
