Wand Mastery unlocks after completing San Bakar's Trial. You must also reach level 24 to start the quest.

Fast travel to the South Hogsmeade Floo Flame in Hogsmeade and talk to Gerbold Ollivander inside his shop.
You will be teleported away from Hogsmeade after the cutscene, surrounded by Ashwinders. Make use of the throwable objects around to wipe them out quickly.
After defeating Rookwood's goons, follow the prompt on the quick time event and repeatedly press the specified button to defend yourself against Rookwood.
Victor will now deal with you personally and will bring more Ashwinders with him. Break his shield using Stupefy then go all out with your Damage Spells and Ancient Magic.
Inferius will also be present in the field so have Incendio or Confringo ready.
Remember that your main target is Victor. Enemy reinforcements will keep on coming until he falls so focus all your attacks on him while countering and dodging the other enemies' attacks.
After depleting his health, mash the specified button again during the quick time event to disintegrate Viktor.
