The Absconder appears in a cave within the Forbidden Forest. Note that the Infamous Foe only appears once you start the Absconder Encounter side quest at Aranshire in the South Hogwarts Region.

Keep Your Distance from the Absconder
The Absconder only has 1 unblockable attack where it charges up then slams its two front legs forward. Just keep yourself at a distance from it and don't stay directly in its line of sight, since it only attacks straight forward.
Use Only Damaging Spells
Using spellks like Accio and Levioso won't work to immobilize it. Just use high damage spells along with your basic casts to chip away at its health.
