You can start the Phantom Liberty DLC after completing Transmission. Regardless of how you handled Maman Brigitte and the Voodoo Boys in Pacifica, Songbird will call you after the quest that will trigger the first Dogtown Quest: Dog Eat Dog.
How to Start the Phantom Liberty DLC
The following quests after Firestarter depends on whose side you chose at the lab. This, of course, also determines the Phantom Liberty ending that you will get.

Surrendering Songbird to Reed at the end of The Killing Moon allows you to get the additional secret ending of Cyberpunk 2077.
During The Killing Moon, another pivotal choice event will occur where you decide whether to surrender Songbird or fulfill her wish.

You still have a chance to view the secret ending even after trying to capture Songbird in Firestarter. During Somewhat Damaged, you must deny Songbird of her request and let the NUSA have her.

The Phantom Liberty DLC has 4 confirmed endings that will be determined with the choices you make during Firestarter, The Killing Moon, and Somewhat Damaged.
The King of Swords ending is obtained by first helping Songbird escape with the neural matrix in Firestarter. Near the end of the next quest, The Killing Moon, you can either call Reed before hopping off the tram or surrender Songbird on the landing pad.
How to Get the King of Swords Ending
The King of Wands is another ending you can get by helping Songbird in Firestarter. But Instead of giving her to the NUSA at the end of The Killing Moon, you must shoot Reed on the landing pad and send Songbird to the moon.
How to Get the King of Wands Ending
If you chose to help Reed capture Songbird during Firestarter, your netrunner will go full psycho and escape the Stadium by herself. Follow the next quests that will trigger and you will see her again in Somewhat Damaged, where you can decide to let Songbird live to get the King of Pentacles ending.
How to Get the King of Pentacles Ending
King of Cups is one of the two endings that you can get if you side with Reed in Firestarter. You will also unlock Somewhat Damaged through this questline, but instead of surrendering her to the NUSA, you should grant her wish and kill Songbird to get this ending.
