Each shop has a fixed pool of items which can show up, with some legendary items also purchasable at specific shops. If the Kyubi is not present when visiting a shop, simply exit, use Skip Time to go 24 hours ahead, and repeat until Kyubi is available.

Found an epic quality Kyubi in a container in the room with the glitter equipment room on the Heisenberg Principal Gig. F5/F9 for the usual extra power weapon perks like kinetic or +20% dmg.
