I found a legendary crafting spec for Baseball bat during The Space in Between. It was located behind a door which required Tech 5 to open. After defeating two enemies there i found it on a shelf in the back.
You listed the wrong Exo-Jacks... should be Militoxic ceramic-layered combat exo-jacks probably anyway there aren't many legendary clothing items that can be crafted and those are the ones I have
It seems to be a known issue that the clothing vendor crafting specs are only available the first time you interact with each vendor. If you force a vendor reset by waiting a day in game you will usually lose access their legendary crafting specs. Instead, if they don’t have what you want, save before speaking to them and revert said save until you get the desired specs.
I'm not sure if my game is glitches or if the spawn rate for legendary clothing specs is extremely low
