    North oak, NCPD skull gig (near the nazaré bike from wakako), in the bag of the area, near big robot, there is a room with a body check you can open, the shoes are in a box for free, dont forget to save before looting so you can reload if you dont get any mod slots on it. took me 3 loads before i got one with 2 mod slots.

    You can get these high tops in the clothing shop located near the southern end of Westbrook, I was hopping around all day yesterday looking for them and they were literally right there in the store when I got there. 2 slots and all.
