These can be obtained when you first start talking to Johnny Silverhand. If you go down into the lower level of the market near Cherry Circle, you'll encounter someone playing a guitar and start a quest to find old bootleg copies of Johnny's music. When you are talking to the guy who has the bootleg, you can find these glasses in his selling inventory.
