I found my epic Achilles during the "Disasterpiece" quest line inside the building where V and Judy are looking for Evelyn. It was inside a gun case.

I don't know where I picked it up, but there is definitely an epic version of the m-197e . I upgraded mine a bunch so those aren't the base specs

Crafting blueprint of Legendary tier is found on the roof of Afterlife bar. I got it during the Heist quest when you and Jackie enter the bar. After the convo with Dex, before leaving the bar you can get the elevator taking you to the roof. Having double jump ability need to hop onto the pipe above the elevator entrance. There is gonna be a chest with the blueprint and some junk. Chest not visible untill you on pipes. At lvl 19 it shows dps of 248.8 (21-26 dmg, 10.34 aps)So not so "low"
