The gun can be crafted to legendary which will give it 4 mod slots, otherwise it has 2 slots. It does not have a sight or scope attachment slot at all. The stats are also wrong on this page. Only has thermal damage 800ish and 18% or 22% chance to ignite. That's it. Plus it's legendary stat.
I found the gun just laying in the spot where the 6th Street gang are supposed to meat you during "Beat on the Brat". Nobody was their, just the gun. Grabbed it while obtaining but never starting said quest. Seems you don't need to fight or raise stakes to get the gun at all. This was achieved as of patch 1.6. Not sure if activating the quest is necessary.
You forgot you need to fork up 12,000 for that
Got this rifle from raising Buck's wager in the Arroyo Boxing match. Defeat buck then defeat his gang he sicks on you. After that you can walk over to the barrel and pick it up.
