O'Five can be obtained through Beat on the Brat: Arroyo Side Quest. This can only be achieved if you increase the wager or taunt him by staying after beating him up the first time.
After beating him, increase the wager or taunt him again. This will make him and his goons attack you. You can pick up the rifle after beating Buck again.

I found the gun just laying in the spot where the 6th Street gang are supposed to meat you during "Beat on the Brat". Nobody was their, just the gun. Grabbed it while obtaining but never starting said quest. Seems you don't need to fight or raise stakes to get the gun at all. This was achieved as of patch 1.6. Not sure if activating the quest is necessary.
