The easiest way to reach Deepback Bay Cave is by heading east from Hateno Ancient Tech Lab. The cave entrance is by the western shore of Deepback Bay.
There are plenty of Horriblins inside this cave so make sure you're well-equipped to take them on before you go inside! Alternatively, you can make them think you're one of them by equipping the Horriblin Mask!
Horriblin Mask Location and Stats

This Bubbulfrog is located exactly at 4264, -2128, -0004 within Deepback Bay Cave.
The cavern it's in is directly behind Anedamimik Shrine but if you haven't unlocked this shrine yet, you need to drain the water surrounding it first.
You can do this by jumping into the hole inside the cave until you reach a lower floor. In the lower floor is a Like Like hanging from the ceiling. Look past the Like Like and look for a bunch of breakable rocks on the ceiling behind it. Bomb the breakable rocks to drain the water from the upper floor.
Return to the Shrine and go behind it to find a small cavern where the Bubbulfrog is. Shoot it with a bow and arrow to get a Bubbul Gem.
