The Charged Headdress can be found in a chest inside a blocked ruin in Dracozu River, near Dracozu Lake of the Faron Grasslands region.
It is found further down the river at the coordinates 0970, -2803, 0007. Clear the vines with your weapon and open the chest to get the headdress.

The Charged Shirt can be found in a chest at Dracozu Lake near the Spring of Courage, at the east side of the lake with a lit passageway under it. Go up the stairs and open the chest to obtain the shirt.

Lastly, the Charges Trousers can be found at a chest in the mid southern area of Dracozu Lake, near Damel Forest, at the coordinates 0987, -2689, 0007.
Destroy the rocks blocking the entrance with Yunobo's avatar and grab the Charged Trousers from the chest inside.
How to Get the Charged Trousers
You will need to activate the Secret of the Ring Ruins Main Quest first to get this armor set. This quest only becomes available after completing all Four Temples and defeating Phantom Ganon in Hyrule Castle.

The total cost of materials to fully upgrade the Charged Set to the highest rank are 9 Shock Fruits, 9 Thunderwing Butterflies, 15 Electric Lizalfod Horns, 24 Large Zonai Charges, 15 Shock Like Stones, 15 Electric Darners, 30 Voltfin Trouts, 15 Gleeok Thunder Horns, and 2280 Rupees. You can upgrade these armor pieces by speaking to any Great Fairy.
