I've spent a couple hours each at both Paris de D'appel de Paris and Jinguji constantly skipping 24 trying to get the Golden Hive Formal Antichem Membrane Jacket to spawn with no luck. I was ready to give up the search, but I figured I'd give it a search at the vendor in the West most part of Heywood called "Stylishly". Low and behold, it was there on the first try. So Stylishly is where it will be found.
