Same story here with the finding these in a suitcase in “The Heist”. I have re-rolled 35 times in Appel De Paris and still haven’t been seen.
Oda can drop a legendary version of these pants though mine was with no mod slots and only 85.7 armor
I was able to find a low level pair in a suicase during "The Heist" I think it was inside the bar in Konpeki Plaza but not for sure but know it was one of the suitcases in the hotel.
