The lady in white hybrid weave pencil dress and the demon rhapsody reactive layer pencil dress is found at Jinguji (the other high end clothing vendor near city center, where there was a quest with Max Tax) I didn’t try to hard to see what quality u can get, but I’ve got uncommon for both. Please spread the word as many people were looking and those who found it keep it secret.
You can find them in practically every shop. Rarely see them in Badlands shops or Pacifica, but they do appear there sometimes. You have to remember inventory changes every 24 hours. As for the quality, that will vary based on the pc's level and will never exceed epic 2 slot from a vendor (atleast in 3 complete playthroughs and now on a 4th). Show me where to obtain the Lady in White dress and I'll be truely impressed.
I bought mine from a clothes vendor, it was not epic quality though. I came to this site in hopes of seeing what it looked like before purchase.
