its after fully completing the M'ap Tann Pelen main quest
do a main quest to unlock it. Got it after doing Ghost Town I think.
the guide is just wrong about when it is unlocked this quest
its not bugged guys you need to play till your done the main quest M'ap Tann Pelen

i can walk in the apartment but judy is just standing by the window i cant talk to her and evelyn is still in bathtub and i cant move her

I don´t get a Call from her, but i completed "double life" more then 24 Real Life hours ago
