Interact with Fugo and you'll join in their conversation about making a Boulder Breaker. The quest will start upon finishing the conversation.
You need to have the Yunobo of Goron City main quest finished in order for this quest to become available.
Yunobo of Goron City Walkthrough
Goron City is found in the Eldin Region. You can find Goron City north of Eldin Canyon Skyview Tower.
The exact coordinates for this quest on the map are 1690, 2498, 0396.

A troubled Fugo worries that he might not impress his master as he has sold the materials to create a Boulder Breaker, hoping to meet someone generous enough to give him the materials!
The Boulder Breaker needs a Cobble Crusher, three diamonds, and five flint as stated by Rohan.
A Cobble Crusher will act as the base for the Boulder Breaker and it can be found in chests dropped by Like Likes within the Eldin Region. There are also Cobble Crushers in the Depths within Eldin, held by the shadow soldiers.
There's a shop located at the center of Goron City with coordinates (1643, 2444, 0381). There are three diamonds there, and if you have a good amount of rupees, you can buy them.
You can get diamonds by breaking rare ore deposits and there are plenty around Eldin's Death Mountain for you to break.

Flints are a common drop from ore deposits! You can easily get them while you're breaking ore deposits left and right, finding diamonds!

Once you have the required materials. give them to Fugo and he'll try to impress his master by making a Boulder Breaker!
With Rohan impressed in Fugo's skills, Fugo inherits the forge and will act as the next master, giving him responsibility to pass the knowledge of forging the Boulder Breaker to the next generation.
Fugo will give you his newly-forged Boulder Breaker in exchange for helping him find the materials for it. Whenever you break the Boulder Breaker, you can return to Fugo and have him make you another one.
