Go to the one shop in Westbrook district that's towards the top of the district. These are my favorite pants in the game and my first two characters came across this by a drop. After 20 hours of searching I've found a place I could buy them. If it's not in the shop for you advance time by 24 hours and re look, repeat however many times you want. I have a lot of them now all at different ratings! 4 tiger print and the other 4 are all black.
