I found a legendary denim biker jacket with thermoactive collar in a camp site south of the entrance to impala automatics and before the tunnel.
The arasaka bulletproof vest can also be obtained before the Oda fight as a legendary. It can be dropped by the guard during The Heist that has the elevator access card. You'll need to be level 34?+ though. Thats not a normal run progression though. Haha
The descriptions of where to find some of this stuff is either flat out wrong or so badly described you can't find a lot of it.

The Arasaka Bulletproof vest is obtained during the kidnapping of Arasaka's daughter during the parade. After defeating the boss after reaching the Netrunner search the room. Mine had 200+ Armor and 4 mod slots. Hope this helps anyone.
