Isle of Rabac Gallery can be reached by gliding east from Thyphlo Ruins Skyview Tower.
The entrance to this cave is huge and is at the end of a railroad track so it's hard to miss.
Before entering the cave, equip your Flamebreaker Set to prevent yourself from burning. You can also drink a Fireproof Elixir to achieve the same effect.

There's also another way for you to reach the Isle of Rabac Gallery. You can fast travel to Marakuguc Shrine to reach Goron City, then head north until you find a couple of minecarts and railways.
Attach a Fan to a minecart and place it on the railway to your right to make sure you're on the right track to Isle of Rabac Gallery. Finally, hit the minecart to get it going and wait until it brings you to the Isle of Rabac Gallery.
Marakuguc Shrine Location and Walkthrough
This Bubbulfrog is located exactly at 1752, 2926, 0237 within Isle of Rabac Gallery.
You can reach it by riding a minecart from the starting area of the cave, then hitting the first target that you see to change the direction of the railtracks.
The next cavern is a larger one with winding railways and an island in the middle with Rock Octorocks and Black Moblins. There are also two smaller caverns here; one is where the Bubbulfrog is and the other is where Jiotak Shrine is.
To reach the Bubbulfrog, you can either follow the railways while hitting the targets to change their directions or you can just glide towards one of the smaller caverns to reach it.
