At the Lookout Landing Skyview Tower, use the launchpad and glide behind the castle on the northeast side in Hyrule Castle B1.
From the shrine, drop down to Hyrule Castle B2 and you will see an entrance leading you to Hyrule Castle B3. Follow the path and go down the stairs until you reach the library.
Jump down and use your Ultrahand to move the bookcase behind you and enter the secret room. Open the chest inside to obtain the Royal Guard Boots.
How to Get to Hyrule Castle
You can rebuy the Royal Guard Boots from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
