You can unlock the Lurelin Resort Project after driving out the monsters and assisting the villagers in repairing the damages during the Ruffian-Infested Village and Lurelin Village Restoration Project side adventures. Speak to Bolson found at Korne Beach after completing the prerequisites to begin the quest.
Lurelin Village Side Adventures

Lurelin Village is located south of Mount Dunsel. The village is along the coast of the southeastern area of East Necluda region.
The exact coordinates for this quest on the map are 2858, -3516, 0000.

Bolson and Rozel are brainstorming for ideas on opening a new attraction for the village that everyone could enjoy. You'll be asked to chime in your ideas as well in which you'll have to select the 'Host a Water Rally' dialogue option. They'll ask you to look for professional racers to come and test the race track to see if it is worth trying out.

Go to the Hudson Construction Site directly west of Tarrey Town. From the town, you can either glide towards the construction site or hop on board the nearby mine cart track to get there.

Look for two Gerudo women next to a parked vehicle prototype. They'll be talking with Fernison expressing their disappointment that they can't control their new vehicle.
After eavesdropping in their conversation, you'll begin the Master the Vehicle Prototype side quest, and you'll have to place a Steering Stick to the vehicle.

After assisting the professional racers with their new vehicle upgrade, you'll have to prove your racing skills by beating the race track nearby in just under two minutes using any vehicle.
This will also activate the The Tarrey Town Race is On Side Quest.

Talk to the Gerudo pair again and they'll be impressed with your racing skills and will now accept your invite to try out the new race track at Lurelin Village.

Make your back to Lurelin Village and talk to Bolson who is currently having a conversation with Shabonne and Tali. He'll thank you for inviting the pair to test out the race track and will give you access to use the Lurelin Water Rally at any time free of charge!
