You may have heard from various NPCs that the village is overrun by pirates. Near Sifumim Shrine, talk to Rozel and Bolson, who will assign you the Side Adventure, Ruffian-Infested Village: a mission to defeat every single monster occupying the village.
After completing this Side Adventure, the villagers will then come back to the village. However, you won't be able to access establishments yet since the buildings are still wrecked from the monster attack.

Talk to Bolson to get assigned a new Side Adventure, Lurelin Village Restoration Project, where you help him rebuild the village.
