Go to Goron City. Activate the Eldin Canyon Skyview Tower to easily spot Goron City on the map.
The Main Quest Regional Phenomena will also mark the location of Goron City once you start the quest.
Regional Phenomena Walkthrough
Exit the city and go to the southwest, specifically at 1428, 2098, 0286. There are monsters outside of the cave but you can fight or just ignore them whichever you prefer. Enter the cave and you will discover Goronbi River Cave.
The cave has hot temperature so make sure to equip armor with Flame Guard such as the Flamebreaker Set to protect yourself from the heat.
Near the entrance, you will encounter a Horriblin. Defeat it and proceed deeper.
Inside the cave, you will see a lava river with floating platforms. Use Ultrahand to combine the platforms to get to the right side of the lava river. Proceed and you will see more floating platforms and a Fire Like on the other side.
Grab the platforms and combine them to each other using Ultrahand to make a makeshift bridge so you can get to the other side where the Fire Like is.
Ultrahand Guide: How to Build Vehicles and Vehicle Ideas
Defeat the Fire Like. Afterward, grab the makeshift bridge you made using Ultrahand and place it on the lava river. Stand at the top of the platform while the lava is flowing.
On the way, go to the land on the right and there will be a nearby hole. Climb the wall and go inside the hole to get to the chest containing Ember Shirt.
You can rebuy the Ember Shirt from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
