The Tunic of Memories is a replica of the classic Champion's Tunic Link used in Breath of the Wild. It can be purchased from the Bargainer Statues for 400 Poes, but first you will need to find all the Bargainer Statues and finish the A Call from the Depths Side Adventure.
To unlock this Side Adventure, You need to drain the water in the reservoir near the Temple of Time Ruins. Once done, talk to the buried statue near the gate and it will tell you to meet in the Temple of Time Ruins.
Talk to the Goddess Statue once you reach the temple to start the quest.

You can buy the Tunic of Memories for 400 Poes from a Bargainer Statue in the Depths after getting the armor first in-game.

You need to start by going back to the Great Plateau and receiving a quest from the Goddess statue in the Temple of Time. It involves dropping statue eyes into chasms across the Great Plateau. Afterwards, you need to bring them all to a bargainer statue below the Forge Construct area in the Great Abandoned Central Mine. Once that's done, you need to find and talk to all 7 bargainer statues(including the one from the quest), and it's unlocked for 400 Poes. Hope this helps!
