To get the Rubber Helm, start at Sarjon Woods that you can reach by gliding southeast from the Popla Foothills Skyview Tower in West Necluda. From the woods, head northeast across the water until you reach the Sarjon Woods Cave near the trees.
Enter the cave and follow the river current by swimming or making a raft. Continue following the river until you reach the chest that contains the Rubber Helm.

Get the Rubber Armor by entering the Whistling Hill Cave, which is southwest of Whistling Hill near the Teniten Shrine in Hyrule Field. Continue deeper into the cave until you reach a dead end.
To the left is light coming from a Brightbloom Seed above you. Go up the path and continue following the light. Defeat the enemies along the way, until you reach the end of the cave where the chest with the Rubber Armor is located.

The Rubber Tights is located in a chest inside Horon Lagoon Cave in Lanayru Great Spring. Get there by using the Mount Lanayru Skyview Tower and glide north to Horon Lagoon.
The cave is to the north of the lagoon. Follow the river's current by swimming or using a raft, but be careful when swimming in the area since there are spikes that can deal damage if you get close.
Upon reaching a large room, stand on the rocks at the center and use a Bomb Flower to open the breakable rocks. Enter the new path and open the chest to obtain the Rubber Tights.

The total cost of materials to fully upgrade the Rubber Set to the highest rank are 33 Yellow Chuchu Jellies, 18 Electric Lizalfos Horns, 15 Voltfruit, 15 Zapshrooms, 24 Electric Safflinas, 39 Electric Lizalfos Tails, and 2280 Rupees. You can upgrade these armor pieces by speaking to any Great Fairy.
