On the southwest side of Whistling Hill, enter the small cave near the Teniten Shrine. Head deeper inside the cave until you reach a dead end.
To your left, there is a light coming from the Brightbloom Seed above you, go up to that area and follow the path. Continue following the Brightbloom Seed's light and defeat the enemies that you will encounter along the way.
At the end of the cave, there is a chest where you can obtain the Rubber Armor.
You can rebuy the Rubber Armor from Cece in Hateno Village for 4000 Rupees after obtaining the armor beforehand in the game.
You must complete The Mayoral Election Side Adventure first before you can access Cece's shop, the Ventest Clothing Store.
