West Necluda
Dueling Peaks Stable can be found in West Necluda near Eshos Shrine and located by the road at the foot of the Dueling Peaks, at the coordinates 1751, -1889, 0013.
To get there, travel to Sahasra Slope Skyview Tower, launch from it, and glide southeast. Alternatively, you can also launch from Rabella Wetlands Skyview Tower and glide northwest towards the mountain.

Jump into the well and find another well and reach a level with multiple ore deposits. Jump into another well and you'll reach a cavern with Fairies.

You can find one of the four Great Fairy Fountains in Hyrule south of Dueling Peaks Stable.
To reach this Great Fairy Fountain and meet Cotera, simply follow the road leading to Big Twin Bridge and Little Twin Bridge.

You can find Penn atop the stable's horse head roof. You can reach him by gliding from Eshos Shrine, climbing up the roof and using Ascend under the horse's mouth, or create an updraft on the field and ride the wind upwards.
Once you meet Penn, talk to him to get the Princess Zelda Kidnapped Side Adventure.
