You can unlock the Fish for Fletchling quest by talking to Bedoli in Rito Village right after completing the Tulin of Rito Village main quest. She's on a cliff above the Armor Shop, next to a hot air balloon.

You can give three Glowing Cave Fish to Bedoli right away if you have them. If not, you can collect them in most caves and wells.

Receive Your Rewards

TOTK - Get 10 Arrows Fish for Fletchling

Bedoli will give you 10 arrows as a reward for helping her! This officially completes the quest, but you can continue giving her either Chillfin Trout or Brightcaps in exchange for more arrows!
