The Ancient City Gorondia can be unlocked by talking to Dugby on the other side of the rail tracks near YunoboCo HQ. He can be found next to a mine cart.
Goron City is found in the Eldin Canyon Region. You can reach it easily if you follow the road north of Woodland Stable.
The exact coordinates for this quest on the map are 1745, 2579, 0427.

Dugby wants to get to the other side of the tracks but he's having trouble getting the mine cart to move.
Grab the fan nearby and attach it at the back of the mine cart with Ultrahand.
Place the assembled mine cart on the tracks then talk to Dugby again and ask him to hop on his ride.
Get on the cart and hit the fan to make it move to the other end of the tracks where Gorondia is. Once you get there, Dugby will reward you with a Zonai Charge.

Dugby will be near the Goron City entrance at coordinates (1628, 2439, 0384). You need to have finished the first part for Dugby to appear around the area.
Once you finish your conversation with Dugby and says not to follow him, you should follow him. He'll turn into a ball and go towards a location in Goron City.
Once he stops, talk to him as he's facing problems as how to get the minecart on the track and how to clear the fallen rocks on the rails.
Assemble the minecart nearby, attaching a nearby fan, and putting them on the minecart track.
Talk to Dugby again, and ask him to get on the assembled minecart.
Ride toe minecart with Dugby and activate it. Upon encountering a fallen rock, use Ultrahand to move the rocks out of the way and clear the path.
Upon reaching the end of the tracks, Dugby will thank you with a Large Zonai Charge. Dugby then runs off smiling and filled with excitement.
