Magic Rods can be purchased from the Bargainer Statues found in the Depths for 100 Poes. The Magic Rod becomes available only after obtaining it at least once before.

If you combine a magic rod/stave with a star fragment you will make a star rod that releases several orbs of light. Though I have yet to test the dmg of these light orbs yet.
