Rauru is a Zonai and the source of Link's right arm in The Legend of Zelda: Tears of the Kingdom (TotK). Read on for details on Rauru's backstory, character traits, as well as his role in Tears of the Kingdom.

Rauru appears before Link to guide him to the Temple of Time on the Great Sky Island. When Link fails to open the door of the temple, Rauru instructs him to visit three Shrines of Light on the sky island to gather Lights of Blessing. This starts The Closed Door main quest.
Throughout the tutorial section on the Great Sky Island, Rauru will guide Link. For example, Rauru will teach Link how to cook food over a campfire.
After Link completes Nachoyah Shrine and finds the fourth Light of Blessing, Rauru congratulates him and tells him that he has done everything he could to help him.
As the first king of Hyrule, Raura built the Shrines of Light to hold the light that purges evil. All 152 Shrines have the power to strengthen Link to help him defeat Ganondorf.

Rauru makes his first appearance during the first main quest, Find Princess Zelda.In this cutscene, he introduces himself as the source of the Right Arm and has lost his physical form to own it.
He reveals that the right arm should hold enough power to open the Temple of Time's door, which Link failed to do on his first attempt.

As king, he did not hesitate to risk his own life for his people. After Zelda traversed time to the era of Hyrule's founding, he worked with her and the other five sages to imprison the Demon King. |
As seen in the memories of the Dragon's Tears, Rauru is revealed to be the first King of Hyrule and is married to a Hylian queen named Sonia. He is also the younger brother of the Sage of Spirit, Mineru.
Rauru sacrificed himself to seal Ganondorf away for millennia. By the time Link and Zelda discover the mummified remains of Ganondorf beneath Hyrule Castle, all that is left of Rauru is his right arm which still had the power to save both of them from falling to their deaths.
Rauru is named after a character of the same name in Zelda: Ocarina of Time. There, Rauru is a Sage of Light. The origin of both characters' names is from a town in Zelda II.
He also has a medallion similar to his Ocarina of Time counterpart that when flipped resembles the Kaepora Gaebora, the owl form of Rauru.

some of this is wrong. its not the same temple of time from botw’s great plateau. rauru doesnt have an owl form, kaepora gaebora is from ocarina of time and is another form of that game’s rauru, the hylian sage of light. king rauru and the sages didn’t seal ganondorf in the sacred realm, they sealed him in the depths below the castle
