Go to Hebra Canyon Mine, Hebra Mountain Depths

Sea-Breeze Boomerang
Jump down the Rowan Plain Well at Great Hyrule Forest and go to the Northwest of the map particularly at coordinates: -2558, 3354, -0690 to activate the Narusis Lightroot.

Go towards the southwest of the lightroot, specifically at Hebra Canyon Mine.

Go towards -2735, 2918, -1120 and open the chest to receive the Sea-Breeze Boomerang.

Obtained by Scanning the Super Smash Bros. Toon Link amiibo

You can randomly obtain the Sea-Breeze Boomerang through scanning the Super Smash Bros. Toon Link amiibo. This lets you unlock the weapon instead of finding it within the map.

Exchange 100 Poes to Bargainer Statues in the Depths

Zelda TotK - Bargainer Statue 6 Overworld

The Sea-Breeze Boomerang will be available at any Bargainer Statues in the Depths for 100 Poes once you've received the weapon after getting it from Hebra Canyon Mine or by scanning the amiibo.

You need to have interacted with at least one Bargainer Statue in the Depths for it to be available. The Bargainer Statue is unavailable for exchange at the Lookout Landing's statue.

Having the option to buy another copy of this weapon is extremely helpful especially since weapons in Tears of the Kingdom have weapon durability and can break.
