Finish the Zelda's Golden Horse side adventure. This can be unlocked by talking to Penn in Snowfield Stable.
Zelda's Golden Horse Walkthrough
To equip a saddle to your horse, simply go to any stable and talk to the stable master and choose the option to customize your horse. Select Change equipment, and choose the saddle you want to equip to your horse.
Some horses cannot be equipped with saddles or bridles like Epona, which can be obtained by scanning an amiibo.
