According to Harlow, Zelda's Golden Horse went north, but she can't follow it there because of a terrifying monster.
Head north and find the horse on the ruins at coordinates -1820, 3383, 0235.
There is a Three-Headed Frost Dragon, named Frost Gleeok, on the way to the missing horse location. You have two options to choose from, either run from it or kill it.
Running away from the Frost Gleeok will let you complete the quest faster, but requires a fast horse or vehicle. Keep in mind though that once you get the Golden Horse, it will run slower than usual since it's still freshly tamed.
The Frost Gleeok is a powerful miniboss that requires some preparation and stocking on arrows to take on.
However, it will make the return trip from the ruins to the stable easier since the Golden Horse has a tendency to disobey and wander into the location where the Gleeok is.
Before taking it on, make sure you have enough food, arrows, and pieces of the Snowquill Set worn!
After passing the area with the Gleeok, go ahead and look for a group of horse on the ruins, as you'll be able to spot Zelda's Golden Horse there.
You can tame it from above by climbing one of the broken structures and gliding down or just sneak behind it. Note that you have to soothe the horse first before you can ride it. You need at least one and a half Stamina to tame it.
Return to Penn and Harlow at the stable after getting the Golden Horse.
You can just run past Frost Gleeok again if you didn't kill it, but make sure to do it in the open plain to avoid bumping into the ruins, as the Golden Horse is hard to control on your first ride!
At the end of the quest, you'll get to keep Zelda's Golden Horse, along with the Royal Saddle, Royal Bridle, Energizing Elixir, and 100 Rupees from Harlow and Penn.
