Brightcap Cave is located east of Oromuwak Shrine.

TotK - Talk to the Sisters

Upon joining in on their conversation, you'll find out that the sisters require 10 Brightcaps but Meghyn is too scared to head inside the cave.

If you are lacking Brightcaps, you can head inside the cave and collect them yourself. There are already a handful of them waiting to be collected without the need to go deeper.

Note: It's a good idea to head deeper into the cave since there is a chest with the Frostbite Shirt inside.
