It is possible to find the Electric Wizzrobe when exploring Lanayru Great Spring and Tabantha Frontier.
If you have a picture of the Electric Wizzrobe, you can set it as a target for your Sensor+, through the Compendium, to detect when one is nearby.
How to Unlock the Sensor +

Use a bow and shoot the Electric Wizzrobe on the head. This will stun them allowing you to attack them with melee attacks while they can't move.
If you cannot aim properly, fuse a Keese Eyeball with an arrow and shoot it so it will hit the enemy automatically.
The Electric Wizzrobe uses electricity attacks so wearing lightning proof armor such as the Rubber Armor and Lightning Helm is highly advisable when fighting against them in order to resist their electric abilities.
