You can get all pieces of the Mystic Set from Koltin. He only appears at night in different locations around Hyrule, so look for the purple glow of his balloon.
He usually appears near towns and settlements, but the easiest place to find him is west of the Ulri Mountain Skyview Tower near Tarrey Town.

To get the Mystic Headpiece, you will need to buy it from Koltin using Bubbul Gems that you get from the Bubbulfrogs inside Caves as currency.
Koltin will offer different items consecutively, so you will have to buy all of the other items Koltin offers you before you can get the Mystic Headpiece. You will have to spend a total of 45 Bubbul Gems before you get the headpiece.
