The Great Tumbleweed Purge can be unlocked by talking to Barles by the piles of garbage. She needs help getting rid of the tumbleweeds so she can clean up the mountains of trash.
The Great Tumbleweed Purge can be found in a mountain of garbage to the west of Ishokin Shrine, across Oseira Plains. The quest is part of the Gerudo Highlands region.
The exact coordinates for this quest on the map are -1005, -3582, 0219.

To activate the quest, talk to Barles by the piles of garbage. She expresses her duty of leaving a place cleaner than it was in her travels, and needs your help getting rid of the tumbleweeds in the area.
You can remove the tumbleweeds in many different ways. What matters is that the weeds are out of the garbage area. You can use a weapon to destroy them one by one, or use the Zonai Devices nearby to burn or blow them away.
One efficient way to blow away the weeds is using the Vow of Tulin if you have it, as it blows away a lot of tumbleweeds all at once and at a far distance.
Another efficient way to get rid of the weeds is using the Vow of Yunobo to burn the tumbleweeds. They burn really slowly, but Yunobo's attack covers a lot of ground and removes a large pile of weeds right away.
The quest will automatically complete as soon as all the tumbleweeds are out of the garbage area.
