Outskirt Stable can be found in Hyrule Field, near Tsutsu-um Shrine at the coordinates -1434, -1265, 0032.

To get there, travel to Hyrule Field Skyview Tower and launch from it. Glide southwest and you should reach the stable as you pass the Coliseum Ruins.
