You can get 5 Sun Pumpkins from Mayor Reede after completing The Homegrown in Hateno side quest. This side quest only unlocks after completing five other side quests in Hateno Village: A Letter to Koyin, A New Signature Food, Team Cece or Team Reede?, Cece's Secret, and Reede's Secret.
You can also purchase Sun Pumpkins at the general store in Hateno Village for 20 Rupees. Note that the pumpkins will only appear in the shop if you have completed the The Homegrown in Hateno side quest.
If you are missing an entry on the Materials section on the Hyrule Compendium, chances are that you don't have a picture of the Sun Pumpkin. Make sure to take its photo as this material does not appear in the entry when you buy compendium photos from Robbie

I think it's worth mentioning that cooking Sunny Pumpkins only heal ONE Gloom Heart per pumpkin, while Sundelions will heal THREE Gloom Hearts each. This means a meal with five Sunny Pumnpkins will only recover FIVE hearts, while a meal with five Sundelions will recover FIFTEEN. Honestly feels like a bit of a ripoff lol
